Üretim sürecinde dünyanın hiçbir yerinde hammaddeye vergi alınmaz

Uluslararası Mücevherciler Birliği (MUBRI) Başkanı Ali Pastorini ABD, İsrail ve İran savaşı ve bölgesel gerilimlerinin küresel mücevher ticaretinde yeni merkez arayışlarını da hızlandırdığını söyledi. Pastorini’ye göre, Singapur ve Hong Kong öne çıkan alternatifler arasında; ancak Türkiye ve özellikle İstanbul, sahip olduğu stratejik konum ve üretim gücüyle çok daha güçlü bir aday.

Öncelikle İran savaşı, Güney Amerika pazarını nasıl etkiledi?
Biz, açıkçası savaşın etkilerini doğrudan hissetmiyoruz. Elbette haberleri izliyoruz ve masum insanların acı çekmesine üzülüyoruz; ama ekonomi olarak bakınca bizim tedarik merkezlerimiz çok daha farklı olduğu için bizi etkilemedi. Ancak, Dubai üzerinden ticaret yapan, ürettiğini bu hub üzerinden satan ya da gereksinimlerini buradan karşılayan ülkeler için sıkıntılı bir dönem oldu. Şimdi, tabi herkes arayış içindedir. Singapur, biraz öne çıkıyor, Hong Kong keza; ama bu sorunun çözümünde bence Türkiye ve İstanbul, çok iyi bir alternatif olabilir. Tabi, altın fiyatlarının yükselmesi tüm pazarları etkiledi, tercih edilen ürünler değişti; daha çok yatırım amaçlı altın alma eğilimi öne çıktı ve tabi ülkeler daha muhafazakâr adımlar atıyorlar. Biz, ticaret yapmayı seven insanlar kapalı kapıları sevmiyoruz; ülkeler ticaret için kapıları açmalıdır.

İstanbul Dubai’ye alternatif olabilir mi?
Savaş başta Dubai olmak üzere bölgedeki önemli merkezleri olumsuz etkiledi. Dubai’nin bu süreci atlatacağını düşünüyorum, çok ciddi yatırımlar yaptılar gerek BAE, gerek Katar’ın ticaretine devam edeceğini düşünüyorum. Ancak, İstanbul gibi farklı merkezler de öne çıkacak. Zira Türkiye gerek kuzeyindeki Ukrayna gerekse güneyindeki Suriye, Lübnan, İran gibi çatışmalara dahil olmadan barış sürecine de katkıda bulunmaya çalışıyor. Bunlar çok değerlidir.

Peki,  Türkiye ne yapmalı?
Türkiye kapıları açmalı, ticaret yapmaktan korkmamalı. O kadar benzersiz bir konumu var ki Türkiye’nin, ticaret yapılması noktasındaki fırsatlar değerlendirmesi çok önemlidir. Vergi elbette katma değer yaratıldıkça ya da lüks tüketim her ülke tarafından vergilendiriliyor. Ancak, üretim ve ihracat noktasında Türkiye’nin sıkıntılarının farkındayız. Ürün almak isteyen üyelerimiz ne yazık ki özellikle altında fiyat farkından dolayı istedikleri alışverişi yapamıyorlar. Yine de bir ticaret oluyor; ama çok daha fazlası olabilir. Dubai konusunda her ülke farklıdır, kendisine has kuralları, yasaları, gelenekleri var. Doğal olarak Türkiye Dubai değil, kendi koşulları içinde bu ticaretten pay alabilir diye düşünüyorum.

Kuyumcular, ne yapmalı?
Büyüklerin tedarikçileri ve müşterileri fazla sayıda olduğundan daha esnek olabiliyorlar, küçükler mecbur bir süre üretim maliyetlerini düşürmeye çalışıp beklemek ve yeni müşteri/tedarikçi bulmaya yönelmek zorundalar. Altın fiyatları yükseldikçe üretimde kullanılan altın ayarı, değerli taşların lab olanları daha artmaya başladı. Dolayısıyla kuyumcular da rekabet ederken aslında daha az değerli, daha az işçilikli ve fiyatı da düşük ürünlerle pazara çıkıyorlar. Bu bir tercih. Ama, şunu unutmamak lazım, ekonomik koşullar ne olursa olsun, marka değeri yüksek firmaların, yüksek tasarım değeri olan mücevherleri fiyatı ne olursa olsun her zaman alıcı bulur. Rekabet ederken rakibe değer vermek ve ondan daha iyisini yapmayı hedeflemek lazım. Markalaşma, çok önemli, üretici olmak iyi; ama marka olmak değerli… Güvenilir, itibarlı, tasarım kalitesi ve ürün kalitesi yüksek bir marka yaratmaya çalışsınlar. Türkiye üretim açısından zaten çok güçlü, bence bunu başarabilecek firmalar da var.

Dünyada nasıl bir vergi uygulaması var?
Üretim sürecinde hammaddeye vergi alınmaz dünyanın hiçbir yerinde. Üretici hammaddeyi alır, işler, ürün haline getirip katma değer yaratır. Bu katma değer üzerinden KDV alınır, tabi mücevher söz konusu olunca tüketim aşamasında vergi meselesi tartışılıyor. Her ülkenin vergiler, yüzdeler vb. açılardan kendine has bir dinamiği vardır; ancak ortalama, KDV gibi bir şeydir. Özel lüks vergileri bulunmasa da bazı gelişmekte olan ülkelerde temel ürünlerin daha fazla indirim avantajı vardır. Neticede zorunlu ihtiyaçlardan bile vergi alındığı bir noktada kimse lüks tüketimden vergi alınmamasını savunmaz. Burada uygulanacak verginin kabul edilebilir, ödenebilir bir vergi olması önemlidir. Aksi takdirde vergi turizmi başlar ve insanlar vergi olarak verecekleri parayı vermemek için ya kayıt dışı alışveriş yaparlar ya da başka bir ülkeye giderek hem tatili, hem alışveriş yaparlar. Türkiye’de sağlık turizmi buna güzel bir örnek, Shaq bile saç ektirmiş şaka da olsa… Vergi yükseldikçe vergi geliri artmaz aslında, azalır.

With its strategic location and manufacturing strength, Türkiye is a strong candidate to become a hub!

We frequently exchange views with Ali, the President of the International Jewelers Association (MUBRI), and assess the latest developments.Pastorini said that the war between the U.S., Israel, and Iran, as well as regional tensions, have also accelerated the search for a new hub in the global jewelry trade.According to Pastorini, Singapore and Hong Kong are among the leading alternatives; however, Türkiye, and Istanbul in particular, is a much stronger candidate due to its strategic location and manufacturing capacity.We also discussed how initiatives targeting the South American market, particularly in the past, have been very valuable, and how South America could present a great opportunity for Turkish companies with the right strategy and organizational structure.

First of all, how did the Iran war affect the South American market?
To be honest, we don't directly feel the effects of the war.Of course, we’re following the news and are saddened by the suffering of innocent people; but from an economic standpoint, it hasn’t affected us because our supply chains are very different.However, it has been a difficult period for countries that trade through Dubai, sell their products via this hub, or meet their needs from there.Now, of course, everyone is searching.Singapore stands out a bit, as does Hong Kong; but in my opinion, Türkiye and Istanbul could be a very good alternative for solving this problem.Of course, the rise in gold prices has affected all markets, and consumer preferences have shifted; there has been a growing trend toward buying gold for investment purposes, and, naturally, countries are taking more conservative measures.We, as people who love trade, do not like closed doors; countries must open their doors to trade.

Could Istanbul be an alternative to Dubai?
The war has had a negative impact on key centers in the region, particularly Dubai.I think Dubai will get through this; they’ve made significant investments, and I believe both the UAE and Qatar will continue to trade with them.However, other cities, such as Istanbul, will also come to the fore.After all, Türkiye is trying to contribute to the peace process without getting involved in conflicts such as those in Ukraine to its north or in Syria, Lebanon, and Iran to its south.These are very valuable.

So, what should Türkiye do?
Türkiye should open its doors and not be afraid to engage in trade.Türkiye’s location is so unique that it is crucial for the country to take full advantage of the opportunities it presents for trade.Taxes are, of course, levied by every country as value is added or on luxury goods.However, we are aware of Türkiye’s challenges in terms of production and exports.Unfortunately, our members who wish to purchase products are unable to make the purchases they want, particularly due to the price difference.Still, it’s a business; but it could be so much more.Every country is different when it comes to Dubai; each has its own rules, laws, and traditions.Naturally, Türkiye isn't Dubai, but I think it can get a share of this trade within its own circumstances.

What should jewelers do?
Since larger companies have a large number of suppliers and customers, they can be more flexible; smaller companies, on the other hand, are forced to try to reduce production costs for a certain period, wait it out, and then focus on finding new customers and suppliers.As gold prices rose, the karat of gold used in production and the number of lab-grown gemstones began to increase even further.Consequently, as jewelers compete, they are actually entering the market with products that are less valuable, require less craftsmanship, and are priced lower.It's a matter of choice.However, it’s important to remember that, regardless of economic conditions, companies with high brand value will always find buyers for jewelry with high design value, no matter the price.When competing, you need to respect your opponent and aim to outperform them.Branding is very important; it’s good to be a manufacturer, but being a brand is what really matters… They should strive to create a brand that is trustworthy, reputable, and offers high-quality design and products.Türkiye is already very strong in terms of production, and I think there are companies that can pull this off.

What are the tax practices around the world?
Nowhere in the world are taxes levied on raw materials during the production process.The manufacturer purchases raw materials, processes them, turns them into finished products, and creates added value.VAT is levied on this added value; however, when it comes to jewelry, the issue of taxation at the point of consumption is a subject of debate.Every country has its own unique dynamics in terms of taxes, percentages, and so on; however, on average, it’s something like the VAT.Although there are no special luxury taxes, some developing countries offer greater discounts on basic goods.After all, at a time when taxes are levied even on basic necessities, no one would argue that luxury goods should be exempt from taxation.It is important that the tax to be imposed here be acceptable and affordable.Otherwise, tax tourism will take hold, and people will either make purchases in the informal economy to avoid paying taxes or travel to another country to combine vacationing with shopping.Medical tourism in Türkiye is a good example of this, even Shaq got a hair transplant, even if it was just a joke… As taxes go up, tax revenue doesn’t actually increase, it decreases.

So, what does South America mean for Turkish companies?
South America is actually a continent made up of many countries, each with its own distinct economic and social characteristics… Every country has its own unique circumstances and relationships with other countries.A large and valuable market.Brazil, in particular, stands out for its large and strong economy.Turkish jewelry companies should enter the South American market with a strategic approach.So far, trade has been conducted remotely.That’s a matter of preference, of course, but in my opinion, better results can be achieved by trading on the spot.
